The Global Health Fellows Program (**GHFP-II**) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).
GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual work planning assistance, and ensures that professional development opportunities are available.
Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.
BACKGROUND:
USAID’s Office of Regional Sustainable Development (RSD) in the Bureau for Latin America and the Caribbean (LAC) requires a Health Program Advisor to join the LAC/RSD Health Team. The Health Team is responsible for carrying out a regional health program whose primary functions are to: collaborate with the Global Health Bureau (GH) to advance Agency health priorities; provide technical support for USAID’s field-based health programs; manage regional health activities in maternal and child health and nutrition, family planning and reproductive health, infectious diseases, and health systems strengthening; facilitate productive communication among LAC field missions, the LAC Front Office, desk officers, and other USAID/Washington operating units; engage in cross-sectoral programming; and support the growth of regional health partnerships and institutions.
In LAC, USAID helps make the US and the hemisphere more peaceful, secure, and prosperous by promoting best practices to make LAC citizens safer in their communities; strengthening democratic values and practices; accelerating transition to climate-resilient, low-emission, sustainable economic growth and; strengthening bilateral and regional institutions essential to countries progress along the development continuum. Throughout the region, USAID has 13 field offices and Washington-based regional programs.
The Agency works closely with governments, other US Government (USG) agencies, civil society, private sector, development banks, and international organizations to build local capacity and achieve enduring results. Our country programs are guided by a multi-year strategic plan designed in close consultation with host-country governments to ensure that they advance national development priorities.
INTRODUCTION:
The LAC Program Advisor (Advisor) will serve on Health Team within the Office of Regional Sustainable Development in the Latin America and Caribbean Bureau, and will work closely with and receive technical guidance from the Health Team Leader as his/her onsite manager. The Advisor will provide support to the LAC Health Team and its partners in the family planning portfolio, as well as the USAID/LAC Missions as needed.
ROLES AND RESPONSIBILITIES:
The LAC Program Advisor will be responsible for:
- Advising on family planning aspects of the Zika epidemic, including reproductive rights and commodities security.
- Reviewing end of project materials from the Bureau’s 10-year commodities security program including attending close-out events.
- Coordinating with external and internal partners to support the planning process for a regional sexual and reproductive health rights conference. This includes: reviewing planned agendas; advising the LAC Health Team Lead on continued USAID support; keeping GH Bureau family planning contacts appraised and involved in planning as appropriate; and other related tasks including attending planning meetings and the event itself.
- Providing regular virtual and, as needed, on-site technical support to the USAID/LAC Missions, especially Guatemala and Haiti.
- Participating in country team calls, in person meetings, and program reporting reviews with and sharing country and technical information among the Global Health Country Team for Guatemala and Haiti.
- Reviewing end of project materials for the closeout of the 6-year grant with the Pan American Health Organization and providing feedback to activity managers and the AOR on work plans and indicators for the new Grant.
- Developing and maintaining effective working relationships within the LAC Bureau, LAC Missions, Global Health Bureau and other relevant parts of the Agency, as well as other USG counterparts.
- Supporting the drafting and completion of program planning and reporting documents.
- Developing health program and regional health overview materials for internal and external audiences.
- Participating in writing reports, drafting strategies, and other related documentation.
- Preparing written communications to USAID missions; providing written reviews of projects and activities.
- Providing coordinated responses to requests for information.
International and domestic travel approximately 25%.
TRAINING AND PROFESSIONAL DEVELOPMENT
- Keeping abreast of literature and latest developments in the fields of family planning programming within the LAC region.
- Deepening knowledge of family planning programming within the LAC region. Participating in interagency and intra-agency working groups as appropriate to the scope of work.
- Participating in professional continuing education and skills training within the purview of GHFP-II.
REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
- Master’s degree or higher in public health or a related social science field.
- 0-7 years’ experience in global health programming, with or without experience in an international or resource challenged setting.
- Experience in family planning programming preferred.
- Knowledge of USAID policies and procedures required.
- Excellent written and oral communication skills.
- Strong flexibility, adaptability and time management skills.
- Good interpersonal skills, relationship building, and ability to work as a team player.
- Ability to interact with individuals at all levels and with diplomacy.
- Ability to travel internationally, especially to the LAC region.
- Fluency in Spanish required.
- US citizenship required.
