The Global Health Fellows Program (**GHFP-II**) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).
GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual work planning assistance, and ensures that professional development opportunities are available.
Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.
BACKGROUND:
As the US Government's (USG) investment in multilateral engagement and technical assistance resources increases, a corresponding level of responsibility falls on the USAID Office of HIV/AIDS (OHA) Multilateral Team; namely in the areas of coordination with the Global Fund Secretariat, program management, and country support. The Multilateral Team is tasked with serving as the overall focal point for the Global Fund within USAID as well as providing Global Fund technical assistance in the areas of HIV/AIDS, Country Coordinating Mechanism strengthening, and health systems strengthening. The Team’s responsibilities also include managing the USG grant with the United Nations Programme on HIV/AIDS (UNAIDS), supporting donor coordination within OHA, and providing country support to USAID field missions, UNAIDS Regional and Country Offices, and the Global Fund Secretariat.
INTRODUCTION:
The Multilateral Advisor (Advisor) will provide technical and policy guidance for issues related to the Global Fund, UNAIDS, donor coordination, and program management, with an emphasis on data analysis and country support. The Advisor will work closely with the Multilateral Team as well as counterparts in USAID Missions, US Government agencies [e.g., the Office of the US Global AIDS Coordinator (OGAC), Center for Disease Control (CDC), the Global Fund Secretariat, multilateral organizations (e.g., UNAIDS), and bilateral donors (e.g., German Agency for International Cooperation and Expertise France)].
The Advisor will work within the Strategic Coordination and Communication Division of USAID’s Office of HIV/AIDS, the Multilateral Advisor will work closely with, and receive technical guidance from, the Multilateral Branch Chief as his/her onsite manager.
ROLES AND RESPONSIBILITIES:
The Multilateral Advisor will be responsible for:
· Providing country support for assigned countries/regions; this includes the provision of technical and policy guidance in implementation of Global Fund policies and processes.
· Serving as the liaison to assigned Global Fund and UNAIDS country and regional teams. Analyzing and assisting in coordination of requests for technical assistance from Global Fund Secretariat, Country Coordinating Mechanisms, and Principal Recipients as well as USAID bilateral and regional missions regarding Global Fund concept note development, grant making, and grant implementation.
· Promoting coordination between PEPFAR, President’s Malaria Initiative (PMI), USG Tuberculosis Program, and other US Government health programs for Global Fund grant programming.
· Contributing to the development of Global Fund and UNAIDS policy position papers in preparation for Global Fund and UNAIDS Board and Committee meetings.
· Providing technical support of programs through analyzing project/financial reports, following-up on country assignments, and staying abreast of in-country issues that can affect the outcomes of technical assistance interventions.
· Conducting data analyses to guide the use of USG Global Fund technical assistance funding, as well as other data analyses.
· Drafting briefing papers, talking points, and a variety of project, funding and Congressional reports.
International and domestic travel approximately 20%.
TRAINING AND PROFESSIONAL DEVELOPMENT (7%)
· Keeping informed of evolving multilateral and bilateral donor partner environments with regards to HIV/AIDS, health systems strengthening, country coordination, technical assistance provision, and project management.
· Deepening knowledge of multilateral coordination and project management.
· Participating in interagency and intra-agency working groups as appropriate to the scope of work.
· Participating in professional continuing education and skills training within the purview of GHFP-II.
REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
- Master’s degree or higher in public health or a related social science field.
- Minimum five (5) years’ experience in program coordination and/or management, strategic planning, data analysis, and supporting in-country programming, with at least two (2) years’ experience in an international or resource challenged setting.
- Strong understanding of the Global Fund; UNAIDS and other UN agencies; PEPFAR, PMI, the USG TB Program, and other USG health programs; other bilateral donors and/or foundations, including the organizations’ rules/regulations.
- Demonstrated ability to initiate, establish, and maintain liaison activities with interagency, multilateral, and bilateral stakeholders.
- Strong interpersonal skills and ability to work across US Government agencies and cross-culturally with diverse teams.
- Demonstrated flexibility and openness in responding to changing work priorities and environment.
- Excellent analytical, written, and oral communication.
- Fluency in French or Spanish highly desired.
- Ability to travel internationally.
- US citizenship required or US permanent residency required.
