For our Country program in South Sudan and Uganda, HEKS/EPER is looking for a strong candidate (M/F) to fulfil the role of:
HEKS/EPER South Sudan and Uganda Country Director
The mandate:
- Monitor the global countries’ situation considering the internal and regional dynamics evolution. Ensure an excellent understanding of the political, social and humanitarian situation
- Lead and develop the countries’ mission strategy and ensure its implementation after validation from the HEKS/EPER Headquarter
- Oversee the development, the implementation, the coordination and the monitoring of the HEKS/EPER programs and projects in South Sudan and Uganda
- Ensure the quality of the project proposals and reports submitted by local partner organizations to HEKS/EPER
- Manage and coordinate two offices in South Sudan and Uganda with national and expatriate personnel. Responsible for general human resource and security management
- Final responsibility in all Administrative and financial matters
- Represent HEKS/EPER in South Sudan and Uganda
- Support partner organizations in their institutional development
- In charge of approaching potential donors, identifying funding opportunities in line with HEKS/EPER mandate and strategy in South Sudan and Uganda and with the support of HEKS/EPER HQ
- Develop an extensive network and strong relationships with key national authorities and humanitarian actors, including donors, UN agencies and INGOs representatives
Qualifications:
- At least 10 years’ work experience in a high-level management position in a national or international NGO as well as field work experience in South Sudan and Uganda
- Strong experience in conflict, insecure and access-hindered environments, with experience in supporting emergency response programming, access negotiation and security management
- Extensive experience in program development and fundraising, including in working with major institutional donors
- Experience in managing multi-sector programs (i.e. WASH, food security, livelihood, cash-based intervention, peace and conflict transformation)
- University degree in a technical discipline (i.e. agronomy, economy, engineering, development, peace promotion)
- Proactive, flexible, innovative and sensitive to cultural values
- Fluent in written and spoken English
- Strong management skills, as well as planning, monitoring, communication and reporting skills
- Good analytical and leadership skills
- In-depth knowledge of the key issues and trends in humanitarian and development aid
- Good networks
