The Global Health Fellows Program (GHFP-II) is a cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).
GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available.
Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.
BACKGROUND:
The Bureau for Global Health (BGH) is the USAID/Washington operating unit charged with providing technical support to improve the health of people in the developing world by expanding health services, including: family planning/reproductive health and maternal/child health; strengthening health systems; and addressing HIV/AIDS, malaria, tuberculosis, avian influenza and other public health threats. BGH's primary role in the health program area is to strengthen field operations, promote research and technical innovation, and provide leadership and training.
Within BGH, and under the Office of Policy, Programs and Planning (P3) is the Global Health Monitoring & Evaluation (M&E) Team. The M&E team provides technical leadership for BGH for monitoring, evaluation and dissemination and the use of data for decision-making and improved program design and implementation. The vision for this unit is to provide policy guidance as well as create the Monitoring, Evaluation and Learning agenda for the Global Health Bureau, as well as identify trends, anomalies, and relationships to guide Global Health Bureau Programming.
Therefore, the M&E Team in P3 also works closely with M&E staff in each technical office, through direct support as well as through the M&E Collaborative for the Bureau, which is a standing meeting focusing on monitoring, evaluation, and data analytics.
INTRODUCTION:
The Monitoring and Evaluation (M&E) Intern (Intern) will be assigned to the Strategy, Analysis, Evaluation and Outreach Division and will have opportunities to work with the broader M&E Collaborative for the Bureau. The Intern will provide technical and logistical support to the M&E team. The Intern will receive technical guidance from the MEL Advisor, who will serve as his/her onsite manager, and will receive additional support from the Senior Evaluation Advisor. S/he will support the advancement of Monitoring, Evaluation and Learning in the Global Health Bureau. In addition, s/he will work with USAID colleagues to develop an Agency strategy for building M&E capacity within the Global Health Bureau and may contribute to broader data and measurement activities in the Bureau.
LEARNING OBJECTIVES:
- Gaining experience in the field of M&E.
- Gaining a greater understanding of USAID projects working on cross-cutting M&E and health information systems activities, such as the Digital Health Initiative.
- Gaining a greater understanding of monitoring, data analytics and evaluation principles.
- Deepening skills in collaboration and coordination within a complex organizational and implementation structure.
- Participating in professional development activities provided through GHFP-II and USAID (e.g. via technical presentations, meetings, etc.) as agreed upon with on site-manager (5%).
ROLES & RESPONSIBILITIES:
- Supporting USAID colleagues to enhance internal monitoring and evaluation processes, including data organization and cleaning for bureau-wide reports, and preparation of PowerPoint slides for presentation. This may include documenting existing Bureau-wide as well as Office specific formal and informal monitoring and evaluation processes related to data management, the Performance Plan and Report, and the Evaluation Registry.
- Conducting secondary analyses on health indicator and evaluation data with support from USAID colleagues. This may include data from the Demographic and Health Surveys (DHS); the annual Performance Plan and Report (PPR); and/or the Evaluation Registry
- Participating in the development of systems for organizing current reporting documents to create efficiencies.
- Supporting USAID colleagues with the preparation of documents, including research and information gathering, for use in applied settings that focus on monitoring and evaluation. Documents may include presentations, lessons learned and other types of communication.
- Attending programmatic-related events within and outside USAID, as requested.
- Providing support for M&E related meetings.
- Other tasks or responsibilities may be assigned based on organizational and programming need and/or the Intern’s own interests.
QUALIFICATIONS:
- Currently enrolled master’s or other post-bachelor’s degree candidate in a program in public health, global health and/or public policy; or, completion of such a program within the past 12 months.
- Knowledge and understanding of M&E systems and global health M&E issues related to developing countries, including global or regional health information systems.
- Proficient with Microsoft Office programs, such as Word, Excel, PowerPoint, etc.
- Familiarity with Tableau and R software platforms is preferred.
- Strong written and oral communication skills.
- Strong organizational and interpersonal skills.
- Ability to interact with a diverse range of people, including development partners and USAID missions related to health information system issues.
- Ability to work independently in a fast-paced environment with short turnaround times while maintaining high standards.
- Demonstrated interest in global health and monitoring and evaluation.
- US citizenship or US permanent residency required.
COMPENSATION:
$1,826 bi-weekly (exempt, salaried position).
