The Global Health Fellows Program (GHFP-II) is a cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).
GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available.
Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.
BACKGROUND:
In cooperation with the US Department of State's Office of the US Global AIDS Coordinator, other US Government (USG) partners, international organizations, and nongovernmental organizations, USAID provides global technical leadership on the full range of issues related to HIV/AIDS prevention, care, and treatment; manages numerous research and field support programs; and monitors the impact of the Agency's HIV/AIDS programs. In this endeavor, USAID works very closely with a range of USG agencies involved in the fight against AIDS, such as the US Centers for Disease Control and Prevention, Department of Defense, and Peace Corps. The Office of HIV/AIDS (OHA) is the focus of technical leadership for USAID and has primary responsibility for leading the Agency’s efforts within President’s Emergency Plan for AIDS Relief (PEPFAR). PEPFAR pioneered the use of results-linked financial indicators (expenditures) through its Expenditure Analysis (EA) Initiative, to support the use of financial data for decision making. Its purpose is to better understand the expenses the US Government incurs over time in order to estimate the resources needed to provide a broad range of HIV/AIDS services to programs in the future. It improves the accountability and oversight of PEPFAR's contribution globally by tracking spending and accomplishments over time, as well as supports the strategic planning process with country government counterparts and other key stakeholders.
INTRODUCTION:
The Expenditure Analysis Intern (Intern) will be assigned to the Bureau for Global Health, Office of HIV/AIDS’s Strategic Information Evaluation and Informatics (SIEI) Division, Expenditure Analysis (EA) Team. S/he will assist technical advisors on economic evaluations of HIV/AIDS programs and interventions, with emphasis on the generation of information to support efficient resource allocation decisions. Key technical emphases include supporting expenditure analysis for PEPFAR programming, costing, cost-modeling, cost-effectiveness analysis and the use of cost information.
The Intern will work closely with members of the EA Team and receive oversight from the EA Team Lead, with the Acting SIEI Division Chief serving as his or her onsite manager.
LEARNING OBJECTIVES:
- Gaining experience in the field of EA methodology, results, and analysis, as well as exposure to multiple other areas, such as the PEPFAR budget, monitoring and evaluation, and other data.
- Gaining a greater understanding of economic evaluation and resource tracking of HIV/AIDS programs, including an in-depth exposure to PEPFAR EA.
- Deepening skills in the analysis of PEPFAR and other data to guide and inform program planning and monitoring.
- Deepening skills in collaboration and coordination within a complex organizational and implementation structure.
ROLES & RESPONSIBILITIES:
- In collaboration with the onsite manager, conducting USAID-specific and inter-agency analysis of expenditures, budgets, programs, and other data to use in briefings, publications, reports and decision making.
- Assisting with the development drafting, and finalization of guidance and associated documents for EA 2017 implementation.
- Supporting the preparation of capacity building and training materials to enable USAID HQ and inter-agency field teams to better understand and use EA data.
- Supporting Expenditure Analysis advisors to implement and manage data collection in 1-2 countries.
- Supporting technical advisors and project management and implementation within the EA Team in providing recommendations and input on concept notes, protocols, and final products.
- Other tasks or responsibilities may be assigned based on organizational and programming needs and/or the Intern’s own interests.
QUALIFICATIONS:
- Currently enrolled master’s or other post-bachelor’s degree candidate in a program related to public health, health economics, health finance, health management, health policy, or other related field; or, completion of such within the past 12 months.
- Ability to understand and apply accepted tools, techniques and frameworks for economic evaluation and cost analysis of HIV/AIDS interventions.
- Strong analytical, quantitative and qualitative skills.
- Advanced Excel skills.
- Strong background in statistical analysis and software, particularly STATA and/or SAS, preferred.
- Strong organizational, interpersonal, written and oral communication skills.
- Ability to work independently in a fast-paced environment under tight deadlines while producing quality content.
- US citizenship or US permanent residency required.
COMPENSATION:
$1,826 bi-weekly (exempt, salaried position).
