The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).
GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual work planning assistance, and ensures that professional development opportunities are available.
Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.
BACKGROUND:
USAID is in the forefront of global tuberculosis (TB) leadership and support to high burden TB countries. USAID works with the World Health Organization, Stop TB Partnership and other international TB and TB/HIV partners to support policy development and implementation at the global, regional and country levels. USAID is working with 23 countries with bilateral funds to improve TB services and supporting almost 30 more through targeted technical assistance to support Global Fund grants. These efforts provide lifesaving treatment to cure them from TB, prevent the further transmission of TB, and reduce the potential of drug resistant TB in the future.
INTRODUCTION:
The Senior TB/HIV Medical Advisor (Senior Advisor) will serve in the Bureau for Global Health’s Infectious Diseases Office, within the Tuberculosis Division (GH/ID/TB), and will support the TB Team. The Senior Advisor will aim to strengthen the TB/HIV service delivery in USAID’s priority countries and other countries where USAID contributes to and provides technical assistance. The Senior Advisor will provide clinical expertise on TB/HIV integration and coordination consistent with the US Government Tuberculosis Strategy, USAID’s technical implementation approach, and other international policies and guidelines. This will include mapping and analyzing current interventions both USAID and the Office of the US Global AIDS Coordinator, developing models of best practices, and supporting the implementation of strategic interventions.
The Senior Advisor will work closely with and receive technical guidance from the TB Division Chief as his/her onsite manager. As a member of the TB Team, S/he will work closely with technical advisors and health staff in the ID Division, the Office of HIV/AIDS, the regional bureaus and other regional and mission staff and other stakeholders at all levels as appropriate. The Senior Advisor will also work closely with other US Government agencies and USAID TB project partners.
ROLES AND RESPONSIBILITIES:
The SeniorTB-HIV Medical Advisor will be responsible for:
1.Providing clinical guidance and expertise to USAID’s country-level TB/HIV activities:
- Analyzing the appropriateness of USAID TB/HIV activities in priority countries based on the TB epidemiology and service delivery system.
- Evaluating USAID TB/HIV interventions against US Government and international TB policies and clinical guidance.
- Participating in the development of clinical best practice models for TB/HIV integration and collaboration in USAID priority countries.
- Assisting countries to roll-out and scale-up suitable models for TB/HIV, in collaboration with Ministries of Health, Global Fund and other stakeholders.
2.Providing clinical guidance and expertise to USAID’s global level clinical TB/HIV activities:
- Advising USAID Washington, Missions and other partners on areas for USAID technical leadership and collaboration on new and updated clinical TB/HIV policy and guidelines.
- Participating in the development and implementation of global and regional best practice models for clinical TB/HIV in priority countries.
- Monitoring and evaluating USAID’s clinical TB/HIV interventions global, regional and country level activities.
- Synthesizing successes and lessons learned from USAID-supported clinical TB/HIV interventions.
- Contributing knowledge and experience to TB/HIV components of USAID country and core work plans.
- Participating in global and regional meetings and consultations to share and disseminate USAID experience and models of clinical TB/HIV services integration and coordination.
LEVEL IV
An Advisor at the level IV will be further responsible for:
- Publishing on best practices on TB/HIV related journals.
- Participating in high level interagency and intra-agency working groups as appropriate to the scope of work.
- Developing clinical best practice models for TB/HIV integration and collaboration in USAID priority countries.
- Developing and implementing global and regional best practice models for clinical TB/HIV in priority countries.
International and domestic travel approximately 30%.
TRAINING AND PROFESSIONAL DEVELOPMENT (7%)
- Keeping abreast of literature and latest developments in the fields of TB and HIV programming.
- Deepening knowledge of key international TB and HIV initiatives, guidelines and standards.
- Participating in professional continuing education and skills training within the purview of GHFP-II.
REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
- Master’s degree or higher in public health, international health, or a related discipline.
- A board certified medical degree required.
- Practical experience with public health disease programs in developing countries (including national TB control programs) is highly desirable.
- Knowledge of and familiarity with key international TB and HIV initiatives and organizations.
- Experience of USAID policies, regulations and procedures desirable.
- Strong interpersonal, oral and written communication skills.
- Ability to work under pressure and in teams.
- Ability to travel internationally.
- US citizenship or US permanent residency required.
In addition to the above, the position requires the following at each level:
TECHNICAL ADVISOR III
- Minimum ten (10) years’ experience in international public health, clinical services, or infectious disease control, with at least three-five (3-5) years’ experience in an international or resource-challenged setting.
TECHNICAL ADVISOR IV
- Minimum fifteen (15) years’ experience in international public health, clinical services, or infectious disease control, with at least five (5) years’ experience in an international or resource-challenged setting
