HEKS/EPER pursues the vision of a just world where the dignity of everyone is respected, peace reigns and the natural environment is conserved. In the framework of the 2030 Agenda, we work in the four thematic priority areas of "Climate justice", "Right to land and food", "Flight and migration", and "Inclusion". HEKS/EPER also provides humanitarian aid for people affected by natural disasters and armed conflicts. The goal is to induce change at the social, economic and political levels. HEKS/EPER helps improve the living conditions of people in Switzerland and around the world, claims their rights, and to this end, mobilizes and raises awareness on the part of society, policy-makers, business and churches.

HEKS EPER has been delivering humanitarian response to the needs of people affected by the conflict in South and East Ukraine since 2022. Aiming to deliver multi-sectorial assistance to those most underserved in areas difficult to reach due to their proximity to the frontline, difficult access and-or too isolated settlements, we have been focusing on basic assistance in Shelter and WASH sectors. Prior to upcoming winter 2023 –2024, we wish to commission an external needs assessment informing us on:

  • Unmet priority needs of population living in the hard-to-reach areas.
  • Key shelter needs.
  • Key winterization needs.
  • Key Water, Sanitation and hygiene needs.
  • Key social cohesion concerns.

In addition, we expect the assessment to explore appropriate modalities of assistance, with focus on relevance of in-kind assistance and preferences of people in terms of content of such aid.

To produce a report assessing the needs of population living in hard-to-reach conflict affected areas of South and East Ukraine, with particular focus on Shelter, Winterization and WASH needs we are looking for an

Your main responsibilities:

The contracted Expert or Expert group are requested to deliver a final assessment report that combines a review of secondary data and sources with primary data exploring the needs of population as listed above. The final report of approximately 25 pages should have annexed an annotated list of sources, the methodology and tools used.

To gain hands-on experience, HEKS EPER MEAL team will be closely associated to the assessment. In addition, all the tools used by the Expert will be handed over to HEKS EPER

Task 1: Secondary data review

The secondary data review should include published and gray reports available. The main purpose is to provide wider context understanding on the issues outlined above and inform the focus and methods of primary data collection. Expected outputs:

  • Annotated list of sources.
  • Brief report of main findings.
  • Primary data collection methodology outline, and
  • Primary data collection tool.
  • Briefing meeting for the MEAL team

These outputs should be consulted with HEKS EPER focal point(s) prior to commencing primary data collection.

Total estimated working days: 8.

Task 2: Primary data collection and final report

The primary data collected in the field should include a combination of methods allowing for greatest depth of understanding while considering the significant constraints and limitations that the targeted locations present for data collection.

HEKS EPER MEAL staff can be involved in the field data collection to assist, upon agreement with the MEAL Coordinator and the Expert.

The data analysis and production of final report is the responsibility of the Expert or Expert group.

Total estimated working days: 15.

To be successful you bring:

  • Track record of similar assignments (minimum 3) assessing the needs of populations affected by crisis or armed conflict.
  • Demonstrated experience of conducting research in volatile and complex settings.
  • Excellent written English, knowledge of Ukrainian or Russian language is a significant advantage.

What you can expect from us

HEKS EPER will accept offers that do not exceed the total sum of 10,000 USD including all costs. In your offer, please separate operational costs and fees. As this is a service contract, the payment of taxes, insurances and any other associated costs is the responsibility of the Expert.
