HEKS/EPER, Swiss Church Aid, supports projects designed to combat hunger, poverty and injustice in over 30 countries on four continents. HEKS/EPER also provides worldwide humanitarian assistance for victims of natural disasters and armed conflicts and supports the Church's diaconal work in Eastern Europe and the Middle East. In Switzerland, HEKS/EPER champions the rights and causes of refugees and socially disadvantaged people. Through its development and social policy work in the fields of climate justice, access to land and food, migration, and integration, HEKS/EPER strives for systemic change - globally and in Switzerland.

With the onset of conflict in Ukraine following the Russian invasion on the 24 th of February 2022, 6.5 million Ukrainians (approximately 15% of the population) have been internally displaced while 8 million (approximately 18.5% of the population) have fled to neighboring countries. Major population centers are under siege with civilian infrastructure heavily damaged. Basic commodities are becoming scarce with critical services facing significant strain

Therefore, we are looking starting as soon as possible or by arrangement for a proactive and experienced:

Senior Emergency Response Coordinator, Ukraine, 100%

Your main responsibilities:

Line Management

  • Supervises Emergency Field coordinator
  • Receives updates and makes recommendations to the CountryDirector, Administrative and Logistics’ Officers

Programme Strategy and planning

  • Lead contextual and humanitarian needs– Multi Sectorial Assessments (MSA)
  • Participates in the review of the strategy for HEKS/EPER in Ukraine
  • Be a key member of and focal point for the Country Emergency Team recruitment process, roll out, deployment and management

Corporate Policies, Management Systems and Procedures

  • Responsible for all internal and external programmatic reporting, including donors reports
  • Coach the team under direct responsibility to ensure efficient and effective planning, implementation and monitoring of all activities and their understanding of expected programme outcomes

Finance/Budget

  • Ensure regular and accurate analysis of spending, leading budget revisions in cooperation with the finance department
  • Ensure regular follow up of procurement including purchases and stock in cooperation withLogistic Manager
  • Developing emergency response competencies throughout the mission; in particular coach and provide technical expertise and guidance to staff under direct responsibility, project management and coordination with external stakeholders among other sectors

Monitoring and Evaluation

  • Ensure HEKS/EPERand international quality standards for humanitarian action are fulfilled throughout the project management cycle

General Administration and Logistics

  • Ensure at all-time optimal use of financial, human and logistics resources
  • In collaboration with the Administration Officer and Country Director, reviews monthly budget vs. actual reports in order to orient future budgetary expenditures and allocations
  • Respects transparent management procedures as defined in theHEKS/EPER Staff Regulations

Human resources management

  • Leads and manages programming staff, encouraging effective team work and providing supervision and guidance, especially on issues related to cross-sectoral collaboration and harmonizing approaches
  • Assists the expatriateHRmanager in staff resource planning: job descriptions, recruitment, induction and training for staff as appropriate

Security

  • RespectsHEKS/EPER security procedures inUkraineand verifies with Logistician regarding readiness in adherence
  • Insures, in coordination with the Logistician and with the support of the Country Representative Director, thatHEKS/EPER nationalsand expats are aware ofHEKS/EPER security procedures and follow them

Representation

  • In coordination with the Country Director, guarantees that all formalities required by the government are prepared properly, kept up to date, and presented punctually
  • Attends or delegates attendance to appropriate external humanitarian meetings, both general and sector, in order to ensureHEKS/EPERaims and activities are shared with humanitarian partners
  • Acts as the localHEKS/EPERfocal point for monitoring visits and local queries posed by donors

Reporting

  • Produces a monthly report per format inUkraineand submit to the Country Director
  • Using field perspective, integrates context assessment into reporting and communications identifies geopolitical trends and indicators which may impact programme activities forUkraine
  • Coordinates, prepares and elaborates institutional donor reports for submission to the Country Director

To be successful you bring:

  • Min. 5 years of experience in humanitarian project management
  • Experience in expatriate team management
  • A proven record of proposal development and reporting, with an emphasis on institutional donors
  • A proven record of effective project and people management
  • Good capacity in community mobilization and knowledge of participatory approaches
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts
  • Excellent teamwork skills and ability to build good relationships
  • Experience working in emergency, conflict, post-conflict situations and/or areas of high insecurity
  • Excellent command of Microsoft Pack Office (especially Word and Excel).
  • Excellent knowledge of the key donors mechanisms (USAID-BHA, ECHO etc.)
  • Excellent written and verbal communication skills
  • Fluency in English, knowledge of Russian or Ukrainian language is an asset
  • Excellent management and organizational skills
  • Excellent interpersonal skills and team management
  • Able to work under stress and in difficult contexts
