HEKS/EPER is looking MEAL Manager. Base in Dnipro (possibly in Odesa).
Job objective
MEAL Manager is local Ukraine position and only person having the right to work in Ukraine can apply.
Under direct management of the MEAL Coordinator the MEAL Manager ensures result-based M&E systems are in place and streamlines throughout each project. Together with the Field Coordinator/Head of Programmes, the MEAL Manager designs assessments from methodology, through questionnaires, to the final report. S/he guarantees all MEAL activities are executed in line with donors requirements and within the stipulated timeframe. Assistance and training of programme teams on data collection and MEAL methodology is anticipated.
The successful candidate will oversee all HEKS/EPER MEAL team and activities in all Ukraine : Donetsk, Kharkiv, Odesa, Kherson oblasts. S/he can decide to be based in HEKS/EPER regional office either in Dnipro or Odesa. In any case s/he should plan to spend minimum 50% of the time in business trips. Possible arrangements can be discussed during the interview.”
Tasks and responsibilities
1. MEAL activity planning, implementation and development
• Design (or propose adjustments to) the MEAL work plan according to the Programmatic evolution of the mission.
• To develop base level MEAL plans and keep them updated.
• Design and write comprehensive Guidelines / methodology and Activity Forms for all MEAL aspects (including assessments) in direct collaboration with his/her supervisors.
• Develop data collection tools and templates as per the required standards, under supervision and together with MEAL Coordinator.
• Provide technical guidance, including advice on the use of tools, the indicator definition / calculation and results measurement.
• To implement mission level guidelines and SoPs within the MEAL unit.
• To work alongside program teams to ensure the timely implementation of MEAL activities and pre-empt delays or challenges in the field to meet contractual demands.
• In the context of identifying new operations, and together with the Senior Program Coordinator, he/she contributes to the preparation of project proposals for the MEAL approach.
2. Data Quality, Analysis & Reporting
• Provide routine technical support and results-based monitoring of projects for reporting purposes.
• Participate in conducting surveys or other data collection activities (observations, focus groups) in the field where possible.
• Conduct data analysis, analyze findings, compile reports and lists of recommendations.
• Propose adequate modifications to activities & intervention logic if needed.
• Ensure collection and archiving of lessons learnt throughout and at the end of each project.
• Compiles all M&E related reports and provides inputs for M&E parts of proposals and other narrative or ad hoc reporting to donors and partners upon request.
• When required, providing accurate and updated data/analysis in support of the development of grant reporting and proposal design in line with Field Coordinator needs.
• Contributing to proposal development when requested.
• Support the assessment phase of new projects, in relation to methodology development and assessment implementation.
• Accurately archiving MEAL data/analysis and activity reports in an organised manner within a shared database at base level.
• Assisting the Field Coordinator with developing MEAL plans for new projects when requested.
• Contribute to the preparation of data collection methodologies, timelines and tools under the technical supervision of the MEAL Coordinator.
• Maintaining and adhering to internal reporting systems between the Field Coordinator, the MEAL unit and the MEAL Coordinator as per the reporting plan.
• To provide in-depth reporting and analysis on data collected through defined reporting templates for internal and external needs.
• To participate in the definition and development of guidelines and methodologies for assessments and assessments reports in coordination with the assessment, monitoring and evaluation department.
• To review the assessment reports according to developed formats.
• To proactively coordinate and work with other actors on the ground.
• To ensure proper communications schemes with the different levels of local authorities.
• To provide internal reporting on activities according to internal tools.
• To prepare external reporting (with support from his/her supervisors).
3.Team Management and Capacity-Building
• To do the recruitment of the MEAL team, in collaboration with Area Managers.
• To organize training sessions on MEAL Guidelines, methodology and Activity Forms.
• To ensure regular field visits to build up the capacities of the MEAL team
• To ensure performance evaluation of the Livelihood staff, in collaboration with Area Managers.
• To contribute to overall mission knowledge and development through the identification of assessment needs in line with strategy development.
4. Budget and Logistic planning and follow up
• To do the recruitment of the MEAL team when needed, in collaboration with Area Managers.
• To organize training sessions on MEAL Guidelines, methodology and Activity Forms.
• To ensure regular field visits to build up the capacities of the MEAL team.
• To ensure performance evaluation of the Livelihood staff, in collaboration with Area Managers.
• To contribute to overall mission knowledge and development through the identification of assessment needs in line with strategy development.
***Language skills:***Fluent in Ukrainian and Russian (speaking/reading/writing), Intermediate in English is required.
Education degree: Secondary diploma (including but not limited to: University degree in Social sciences, Accountability, Project Cycle Management, Quality Management or International relief and development).
Work experience: 2 years of experience in a similar position (NGOs/private companies) in monitoring and evaluation or quality management sector, at a managerial position. High knowledge in Information Management is required. Understanding of humanitarian actors and donors is desirable.
Computer skills:
- Solid use of the MS office software (including Word, Excel, Outlook) is compulsory.
- Knowledge of mobile data collection platforms (e.g., KoboToolbox or other ODK-based including XLS form coding and troubleshooting) is desirable.
- Knowledge of Power BI, Tableau or similar visualization tool is a plus.
- Knowledge of GIS packages (e.g. QGIS) is a plus.
- Knowledge of managing data protection, including data encryption, user and group management, views, and security modes is a plus.
