HEKS/EPER, Swiss Church Aid is the aid organisation of the Protestant Churches of Switzerland and has its headquarters in Zurich/Switzerland. HEKS/EPER is looking to recruit a strong candidate to fulfil the role of
Regional Humanitarian Aid Coordinator Asia
Duty station: Bangladesh: Cox’s Bazar for up to 1 year, later Dhaka
Start of employment: As soon as possible or upon agreement
The mandate:
Support the management and development of HEKS/EPER emergencies response projects in Asian countries in cooperation with HEKS/EPER Country Offices
- Technical support to country offices, with regular field visits
- Temporary deployment to the country after an emergency until the country office can manage the project without technical support
Act as a humanitarian Aid Delegate in any country in Asia with an emergency, where there is no country office or where the country office will not manage the emergency
- Establish an office and hire a team
- Manage the office (HR, Admin, Finance, Logistics, Programmes)
- Manage the emergency response projects through direct implementation or implementation through partners
- Lead the development of humanitarian aid project proposals
- Coordinate closely with the Country Director (if Development Cooperation Country Office is present in country)
- Deployments can take up to the whole duration of the HEKS/EPER response on relief and rehabilitation. (The first deployment is Cox’s Bazar, Bangladesh, immediately after resuming the position)
For countries in Asia without ongoing humanitarian crisis: Capacity Building of HEKS/EPER Country Offices
- Train country offices on emergency response
- Facilitate the country offices to develop Country Disaster Response Plans
Networking
- Participate and actively contribute in regional Forums relevant for Humanitarian Aid
- Proactively fundraise with institutional donors including EU/ECHO, USAID, DFID, etc.
- Develop intensive relationships with government, UN Agencies, INGO representatives
Required profile:
- University degree in a relevant field (Disaster Management, Sociology, Rural Development, Human Geography, Anthropology, etc.)
- Minimum 10 years of experience in the humanitarian sector with at last 5 years in a senior management position in an INGO
- A proven track record of acquisition of funding with large donors such as USAID, ECHO, EU, DFID
- Knowledge of the UN’s cluster system
- Sound knowledge of proposal writing, budget management, monitoring and evaluation
- Excellent representation, networking and negotiation skills
- Ability to work in insecure settings and under pressure
- Flexibility for long term deployments in the region. (E.g. initially up to a year to Cox’s Bazar, similar long-term deployments in other countries after an emergency)
- Ability to work both independently and with teams, excellent facilitation skills, sensitivity for gender & social equity and local culture
- Language skills: excellent written and oral proficiency in English
- Bangladeshi nationals only
